It's where lots of people in a fandom write fics within a deadline. Sometimes it works by prompt (everyone gets given a prompt and they have to write a fic) or by a one-for-one basis where you write a fic for someone and a third person writes a fic for you. In that case, you say what things you want in a fic and what things you're willing to write.
